Washington, D.C. 2054991090 rule-comments@sec.gov The stock market should be fair to every investor no matter how much money regardless of the amount of money invested. When we make rules and exceptions that only the most powerful and wealthy investors can take advantage of that hurts the small investors. Swaps are all about the most powerful people in the stock market hiding information from the average investor. We need to have increased transparency and regulations to prevent the stock market from being manipulated. SWAPs are one tool that the elite use to hide positions and the individual investor has no way to use and use manipulative trading to distort the supply and demand of a stock. This should not be allowed. I would also encourage you to include ETF's in the reporting of all short interest. When data is being hidden from the public it is being perceived as not being a fair market. Thank you, A Concerned Invesetor
