 To Whom It May Concern:

I write today in support of the proposed Release No. 34-93784 File No. S7-32-10 Prohibition Against Fraud, Manipulation, or Deception in Connection with Security-Based
Swaps Prohibition against Undue Influence over Chief Compliance Officers Position
Reporting of Large Security-Based Swap Positions. For too long there has been a lack of transparency and timely reporting from institutions that hold massive positions. As an individual trader, that obfuscation and murky reporting has eroded much of my confidence in our \"free market\".

I hope more rules such as this are passed and that penalties are not statically set. In order to stop the systemic abuse, fines must scale in severity with the positions taken and frequency of infraction.
