 Securities lending seems like a good idea in principle, however, there is no doubt that it facilitates criminal activity. The ability to lend or borrow shares with little to no penalty for failing to deliver said shares is without a doubt a system created to encourage a market which is neither free nor fair.

Any action towards shining light on this act and facilitating transparency and open-sourced information available to the general public is one that I will support.

Any move towards hiding data - such as this proposed rule - or covering up malpractice to aid and abet white collar crime in any way is not one I will support. If the SEC put its money where its mouth is, and truly wanted to protect retail, it would open all avenues towards accessing data and practices that happen within the market.
