I am in favor of the proposed rule S7-32-10 changes. I'm not a professional investor, I'm a retail investor with a few years experience but I as with many others have seen and learned enough to know that the existing rules are not adequate enough to keep institutions from taking advantage of the numerous loopholes currently in place. The fraudulent manipulation and general lack of transparency keeps retail in the dark and in my opinion will discourage participation in the market if rules such as this one aren't improved and enforced.
