These proposed changes are, in my opinion, common sense and should have already been implemented decades ago.

I concur with the many other comments that demand serious punishment for violations. Confiscation of 100% of the proceeds earned from illegal activity should be the bare minimum. That isn't even a punishment. There should be additional fines and, depending on the severity, jail time as well.

If the SEC fines an institution or individual for violating the law, and the fine is less than the profit they took, it isn't a fine at all, it's just a commission.
