This seems like a very common-sense set of proposed rules that I am surprised aren't already in place. Actually I find it a little shocking that there aren't already mechanisms in place to avoid and deter interested parties from conducting 'manipulation', 'misconduct', and other various forms of 'fraud' in all types of securities - especially one as opaque as security swaps.
Secrets manifest in the dark corners of every institution - and I, as a long-time retail investor with substantial personal stake invested in the US markets, will support any set of rules that help to bring clarity and transparency to our financial markets.
