I may only be a humble retail trader, but I understand enough to know that fines are not a punishment. They are a cost of doing business, and only apply to those that cannot afford to pay them. If allowed to continue hiding information and simply paying a fine, nothing will change. Offenders earn more than they pay for such activity. Transparency is the only way to keep everyone accountable. If there is something that would cause harm to the market, should it be exposed, then the market structure needs to change.
