I sincerely hope these rules are put in place and enforced. Gary Gensler recently stated that 90-95% of retail orders go into a dark market/pool. That's not fair and I'm getting ripped off.
Transparency has made many internet applications more secure for everyone. Being able to identify bad actors will root out problems and increase trust for market participants as it has done for many internet applications.
