I believe you should impose these rules for the simple fact that this is exactly what your organization was built for. If you have a strong enough feeling that foul play is happening it should be your obligation to take every step necessary to root that out and discover the truth of the matter. We don't hold discussions on whether or not the police should go out and catch the drug dealers. They became police officers to do exactly that, this is not something that needs to be expressly asked. If you cannot bring fairness and transparency to the markets you will be part of the reason for its demise.
