Markets that operate outside of transparency, compliance, and competition cannot reflect true price discovery for securities by definition. A functioning market is integral to the United States, and as a result, many other nations. I am in full support of this proposal, any changes to Dodd-Frank required to enact the proposal, and significant further regulations, enforcement, and penalization of bad actors. Any trader whether retail or institutional should have access to the same opportunity and information, and in no cases should a trader also be able to act as a market maker, regulator, or legislator.
