This rule sounds like it should have been out in place long ago so I am glad it is finally being added. Although rules only work if they are enforced. It is extremely disappointing to realize that most rules are ignored because the only penalties are paltry monetary slaps-on-the-wrist. If I am going to continue investing in this system I need to see real consequences for those who abuse it.
