As a retail investor I fully support this rule. I want my bids to be competive and not subject to the forced flows of my brokerage. PFOF is anti competive and anti free market and can lead to a conflict of interest between investor and order executioner. It also leads to opportunity to front run orders. I am not saying this happens but I do believe that enacting this rule would help limit this opportunity and this would be a good thing for the investor. Retail investors not dealing with PFOF get a better price than those dealing with it, violating FINRA's Best Execution guidance. sincerely Thomas Pereyra Thank you Gary and the SEC
