As a household investor, it is disheartening to know that my family's orders don't necessarily have to get the best price. This rule will restore competition, which is the hallmark concept of capitalism. In February 2021, Citadel chief Griffin was asked under oath about the mechanics of PFOF. When asked if two orders are submitted, will they get the same price. Griffin said it depends on the quality. This rule will remove the problem Griffin highlighted by allowing the quality of orders to be graded by other market participants for price discovery and order commission to be auctioned.
