 Hello.

I am a household investor (or \"retail investor\") and am in favor of this rule, and any rule that makes the market a more fair and free system to participate in, for all investors/traders.

While this rule and a few other recent proposals are a step in the right direction, it is not enough.

Payment for Order Flow should be banned.
Off-market routing of retail orders should be banned.
Naked short selling to \"provide liquidity\" should be banned.

In my opinion, PFOF, market maker privileges and internalization/front-running of retail trades via commercial brokerages do not allow for true price discovery. Household investors are disadvantaged when orders may be internalized and front-ran for arbitrage via high frequency trading algorithms used by billion dollar firms.

The price shown on lit markets should be an accurate representation of supply and demand, and I believe this rule is a step in the right direction.

Thank you for your consideration.
