Retail traders can't trade down to the fraction of the penny and frankly the option shouldnt exist at all; it's just a feature for high frequency traders, by high frequency traders, to make money off of retail traders.  


Manipulative rebates and fees are counter to a free and open market. Look at what IEX is doing; no rebates and a flat fee per trade. How about everyone else starts doing that as well? 


It's nice to see other IEX-esque features being implemented market wide (preventing faster traders from scalping by having equipment a millionth of a second faster)
