Currently fraud is trivial and pervasive because hiding it is simple when internalizing trades is so common place. All orders should be routed to lit markets, they should all contribute to determine accurate pricing, and no parties should be prioritized or be given special favors, excemptions or privileges.
The comment period should be closed and such rules should be implemented as soon as possible.
