Every industry needs standardized measurements. The financial markets are no different. It's no surprise to anyone that there are actors taking advantage of every loophole they can find to gouge money away from every trade. By changing trades from penny sized ticks to fractions of pennies, market makers can claim best execution while skimming a few hundredths of a penny more (See: Office Space), I consider that stealing.  

Standardize tick sizes across the market. Leave no room for exceptions, we all know who will take advantage of them.
