This household investor is in full support of the proposed changes, and would like them to go even further allowing zero access fees at all.  There should be NO special treatment for any exchanges.  In order to actually serve as deterrent, I believe loss of licenses should be the punishment instead of fines for violation of rules.  Rules only work when they can be properly enforced.  Rules can also only work when there is clear language that cannot be left open for interpretation,  no vague wording, no loose language.
