What about all the FTD? Failure to delivers should be added to these proposed rules. A slap on the wrist is not any type of true enforcement. It is AlSO a hugggeeeeeee problem which needs to be addressed. I really want these people failing to deliver to be forced to deliver the shares not just pay a small fine for not doing so. Please please please addresss the FTD NOWW
