January 10, 2023 As a retail investor, I am in favor of this rule. In its current form, this rule would help route more order to competitive bids, which is good for price discovery. I do think this rule is a step in the right direction, but I question why it has the added complexity of an auction facility instead of just implementing the trade-at rule. I would prefer this proposal implement the trade-at rule, which would route even more trades to lit exchanges, but as written it is an improvement over the current system.
