February 24, 2023 Dear Sir/Madam, Best execution, at this point, is a farce. The \"legal\" tools available to market makers to internalize orders effectively eliminates retail impact on price. S7-29-22 would be a good step towards addressing this issue. Thank you, Jonathan Halbur
