The two rules I would do are. I’d get rid of all “dark pool” trades. I believe that wasn’t even a thing u til 2008. I’d also get rid of all high frequency trading. I believe there are two markets throughout the world that have done this. They operate just fine and passing both of these rules would make it much easier for the SEC to regulate the markets.
