Sir and Madam, You "regulators" are irresponsible and at large fault for the damage to our economy and stockmarket by your NEGLIGENT removal of the UPTICK Rule. Undoubtedly, this was kowtowing to the "geniuses" in the financial industry who created the current debacle, and are still benefiting from your complicity in removing this needed rule. On WHAT BASIS do you do a "study", during a BULL MARKET, and then claim that this "data" applies to crisis situations for which it was designed???????
Your pandering to those who manipulate the system has been disastrous to the financial and stock markets.
REINSTATE THE UPTICK RULE IMMEDIATELY.
