This rule is either a grab for information that should be private or an overreach by an action bordering on a police state. Either way, this kind of activity negates the balance of the flow of markets by acting like a valve for all funds and stocks and etf's to only make profit while the markets are going up.. It is an affront to the free market system, which a beacon of American freedom. Without Free Markets we are not a free country
