Leveraged and inverse funds are critical to my investing as they help me mitigate risk without exposing me to unlimited downside risk. They are just about the only tool available to me as an individual investing against insitutions and large funds. Your job is to preserve long-standing free markets and that includes allowing the small, individual investor to participate using strategies available to large, professional investors without onerous administrative hurdles. I have done my due diligence and understand the risks with ETFs and I use them accordingly - I don't need government-imposed restrictions that are more harmful than helpful.
