Dear SEC,
I believe that every investor should have the right to buy sell leveraged and inverse ETFs. It is perhaps the only tool for a typical investor to hedge, protect, and capitalize on falling bear markets. 98% of investors do not have the wherewithal to short securities or effectively use derivatives.
Leveraged and inverse ETF are the only sensible option.
