Please do not change the rules for investors in the leveraged and inverse funds. Many small investors do use these funds. I am a small investor with almost 50 years of investing knowledge. I use these funds as valid choices. I do not want a third party evaluating my capability to invest and I want to preserve the free public markets without government imposed limitations on my choices.
