This proposed rule #S7-24-15 would be unfair to ordinary citizens like me. I use leveraged and inverse funds because they give me an edge on the market. Everywhere you turn in this country, you see financial institutions getting the upper hand on everyday citizens. It would be unfair if I was not able to invest using these leveraged and inverse funds while financial institutions take advantage of other methods they are allowed to do. I am capable of understanding leveraged and inverse funds, and I don't want a 3rd party to evaluate my capability to do so and potentially preventing me from buying them.
