Comment on SEC Proposed Rule #S7-24-15: 

Please please do not deny us "common folk investors" access to these critical trading tools. Personally I use these inverse and leveraged ETF's as my insurance policy against market swings as well as a way to make a few bucks (occasionally lose). These ETF's are far safer to trade than options or futures, and for those of us that do not have that kind of time to devote to trading, they are a vital investment tool option. 
Restricting access to these funds is the equivalent of not allowing someone to buy fire insurance or car insurance. They are far easier to trade than futures or options. Removing these to common investors makes no sense.. Stocks, Options, Futures have just as much volatility and so "to protect us " from ourselves opens up the question, how will you protect us from the other volatile trades?.. 
Please reconsider your intentions...we COMMON FOLK investors are more than educated to trade these ETF's, easier than options, futures, Forex....
