Comment on SEC Proposed Rule #S7-24-15: I use leveraged funds daily to secure enhanced returns in accordance with my investment strategies, which include a self-imposed (the way it should be) cash balance far in excess of the value at risk of my investments. I am capable of understanding the risks and characteristics of the investment vehicles I choose, and I do not need or want anyone deciding for me what is too risky. Even in the most likely event that my broker-dealer approved me for trading leveraged ETFs, the elimination of many market participants would alter the performance of the ETFs and impact my profits. I fear that in your efforts to protect retail investors, you will harm those very same investors with this proposed rule. Please drop this rule. Regards, James Starcher
