This would obviously disenfranchise smaller stakeholders by making them wait three years. This is wrong and the people who proposed this know it. Multiple people should be allowed to have the person who has the means and time to attend the meeting advocate on their behalf.
If it's not clear enough I am completely against the proposed changes.
