Rule Comments,
As an investor for many years and as a retired person who has an IRA, I oppose any efforts by companies/corporations to make it even more difficult to, in effect, try to get some input into what management is doing, what decisions they are making. 
There never has been a time when the US has needed more corporate responsibility. Management has enough power already. I have noted that when shareholders put forward proposals to be voted on, management almost always has their lawyers write some reason to oppose said proposals. 
Maybe we stockholders are bothersome people in management's way but we should count and , even if our efforts almost always seem to go nowhere. Management should feel lucky that we are not organized.
