Rule Comments, I am writing to urge you to oppose any changes that would make it harder for shareholders to submit proposals at company annual meetings. I myself have a stock portfolio and while I have never submitted a proposal, I have read with interest all proposals submitted by other shareholders. I have often enthusiastically supported them. I feel it is detrimental to the health of corporations, and to society in general, to have a small group of powerful and wealthy executives control all policies and decisions. Thank you for considering my views. Ellen Halbert [redacted]
