Rule Comments,
I am writing to encourage you to take whatever action you can to make it easier for regular "Main Street" investors and working people with small investments in 401(k) accounts to submit shareholder proposals at the annual meetings of corporations -- rather than make it harder to submit proposals. 
I am such an investor and a former owner of small businesses. I would like to see large, publicly-held corporations be as responsible as my company was to its employees and customers. 
I will rely on you to promulgate rules to make that happen by, among other means, giving shareholders more authority to hold CEOs and management more accountable.
