You should not set the bar so high that individual stockholders, whose investments may be small but important to them, are deprived of the ability to offer shareholder proposals, even more than once. Mangement already has too much influence over far too many boards (not to invoke Elon Musk or anything). Free speech is at stake here, as well accountability.
