Subject: Rule Number 57-22-19
From: Eileen Massie

December 10, 2019

Dear Chairman Clayton,

My name is Eileen Massie and I am an 80-year-old widow of a retired public servant. My husband was an Assistant City Manager with the city of Norfolk, Virginia and the City Manager of the city of Portsmouth, Virginia. Upon his passing 15 years ago, I became the recipient of his retirement funds. Those funds plus my Social Security constitute my fixed income. The retirement system is a wonderful thing for those who have worked so long and hard at their respective professions.

It is my understanding that the above mentioned rule, which you have set in place, requires proxy companies to vote in the best interest of building retirement funds rather than allowing any political persuasions to sway the proxy submitted on the behalf of the shareholders. I want my retirement accounts to see us through to the end and I strongly support this rule.

Chairman Clayton, I would like to personally thank you for seeking and serving in the best interest of the American people. We’re counting on you!

Merry Christmas to you and yours!

Mrs. Eileen Massie
