I find it hard to believe the question even needs to be asked. No person or entity should have access to view flash orders. Anywhere said orders "may" create a two tiered market system any loop holes must be closed immediately. It only takes a fraction of a second for an automated system to react to a flash order thus the risk for abuse is too great.
