If you were to ask the everyday investor (individuals contributing to a 401K) what the words "flash trading, naked short selling, and etf" mean 99% would likely tell you they do not know. However this issue and other rules you consider imposing have a huge impact on these investors.

I always thought the stock market was a place to buy shares of companies that would grow over time and reward the long term investor and those companies who were profitable.

I see nothing wrong with limiting trading to a maximum of once a day just as I can change my portfolio inside a 401K.

I see everything wrong with an etf trading as much as every 15 seconds. This type of trading takes the profits from long term investing and leaves many good companies at the whim of greedy people people who think they are so smart us plain old average people will never even know.

Please help protect the individuals who invest in the market.
