As a retail investor, I am in favor of this proposed ruling and I truly hope it is implemented as soon as possible and enforced immediately.
I also would like to see strict penalties to those who participate in insider trading and harmful market fraud to include :
1. A minimum of 20 years in general population prison for first violation.
2. A minimum of 100% of profits made off those trades as a fine for first offenders.
3. All monies forfeited that were acquired from the insider trades.
I believe this will begin to deter the financial criminals and their family members from participating in illegal insider trading.
