Even if these types of rules discourage insider trading, how does the punishment ensure it doesn't happen? It doesn't It is far more profitable to break the law NOW and pay for it LATER. Fines haven't even deterred the corruption at the very least. If I break any laws my punishment being even the smallest bit of jail time is easily a worse punishment than some of these people are getting.
