In the electronic ages I think we should already have digital ownership and registration. And not some IOU that might not even be bought by the broker giving that IOU.
I think any entities caught manipulating any kind of swaps should be held accountable.
In addition, fines should be higher than the gains made by breaking the rule. Otherwise it is simply the cost of doing business.
Repeated manipulation should result in revoking licenses
