Re: Reporting of Securities Loans (File No. S7-18-21)

Dear Secretary Countryman:

I am writing in strong support of rule 10c-1, Reporting of Securities Loans.

Where to begin. First off, it is very hard to believe that the SEC is not complicit in the financial crimes committed daily by short sellers/hedgefunds etc. I'm not saying that YOU specifically are complicit, but I would wager that your boss Gary is. He must be one of the saviest investors EVER to have amassed such wealth on his civil servant salary. How does that work? Anyways, not what I'm here for.

I have received the equivalent of a doctorate in finance over the last 2 years of trading with all of the research I have done. I bought some AMC and GME after hearing about it at work and on the news after it's first run up in 2021. I later found reddit, and was met with a plethora of well written SOURCED research that documented the obscene amount of \"shenanigans\" these criminals have in their arsenal. It feels like the SEC's main priority is to protect their crony friends on Wall Street. That's how it appears to your average investor.

Shedding light on the short selling practices that are currently performed in the dark by requiring 15 minute reporting to prevent fraud, and hopefully eliminate the ability to obfuscate within the aggregate would be an amazing first step in rehabilitating the way investors view the SEC and the market in general.

Right now more and more retail investors are exiting the market. They all know it's rigged and are sick of it. My coworkers, neighbors, friends and family all share this sentiment. They express fear in remaining in a rigged and manipulated market where they feel the people whose job it is to protect retail are in fact complicit themselves. Others express fear in entering the market due to the crypto like volatility as of late.

Historically, our Country, has NEVER been in a worse financial situation. We have inept leaders hellbent on destroying the middle class while at the same time enriching themselves, their NGO friends, lobbyists, and \"non-profits\". It's sickening and needs to stop. This would be an amazing first step.

Sincerely,

A tired and angry retail investor
