 To whom it may concerned:

 I would like to express my gratitude to the Commission (SEC) for giving me the ability to comment on the Proposed Rule 10c-1. I am strongly in favor of this rule. We need transparency in our financial markets, and those against this rule will greatly benefit from keeping information hidden from the public.

 The Commission itself knows that the markets are opaque. The Dodd-Frank Act's Section 984 provides the Commission with the authority to implement rules to increase transparency. If the Commission is asking for transparency, the American people are asking for transparency. Yet, there seems to be a disconnect from reality because transparency is not easily found. If any market participants fear information going to the public, they should not be able to participate in a \"free and fair\" market.

 The Proposed Rule 10c-1 will assist the Commission and other regulators to oversee transactions that are imperative to fair markets. If rules for transparency continue to be drowned in other useless, dividing government bureaucracies. Please go read U.S. history. As President Abraham Lincoln once said,\"...and that government of the people, by the people, for the people, shall not perish from the earth.\"

 Anything that I expressed in this comment is my own personal beliefs, and I am not affiliated with any groups or organizations. Again, I strongly support this rule. Thank you for your time, and together we can make a more transparent financial market.
