Dear Sirs, 

I'm a private investor from the Netherlands and i'm very unhappy about how unfair the US stock market is. 

My suggestion for rule S7-18-21 is the following: 

If someone wants to have a short position then the borrowed stocks used should be bought on a lit marketplace and not in a dark pool. 
I think its very unfair to a company and other investors that many borrowed stocks don't move the price up, but the shorting moves the price down. 

By the way i think dark pools should not be allowed, ever. In my opinion dark pools are corruption at it's peak.
