I am a small investor from Argentina and I am currently investing in the US stock market.
I think regulations like Rule 10c-1 are welcome for retail traders because I think there are issues around securities lending. I consider the data currently available on loans (from private providers) to be costly and incomplete as it is limited to a few market participants and is not accessible to retail investors.
This lack of accurate data and transparency leads to poor performance in retail investments. I am sure that passing this type of rule will improve price discovery not only for lending securities but in the market in general.
This information should be published on a daily basis, so that we can all be informed about the current market situation.
There should be no exclusions when it comes to lenders, as some participants might try to misuse these considerations.

When it passes, I really hope the SEC will enforce this and the rest of the rules that it's working on.
Another aspect that you should consider is applying considerable fines and enforcing them, or prohibiting the trade of those participants who incur in the violations of the rules applied by you.
