I'm international investor that investing in US stock market. During the year I was experiencing a lot of abusive from sharing lending and short selling. Especially the one the proprosed rule pointed out that share lending can be use for covering Failure-to-Delivery. I think it would be more fair to publish number of share that being lended in order to cover FTD along with daily FTD report. This would provide an insightful for the price discovering in retail side and reasonable return to security lender as I saw very low cost to borrow rate for heavily shorted stocks for entired year and it doesn't look logical at all. Lastly, thanks for making market fair for retail.
