This is clearly about government exercising more control over the behavior of citizens. If one is being honest, he/she will admit this proposed ruling has no other purpose. I am sure you are modeling this after the Chinese model. One that is working quite well in keeping citizen behavior in line with the communists in charge. Neither your agency nor any other government agency should be concerned with how Americans Life their daily lives. Forcing others to do your dirty work is nothing new for our government.
