Subject: SEC 12b1 changes

October 28, 2010

To whom it may concern:

As a licensed insurance professional and registered representative, for more than 25 years, I support the new 12b-2 changed proposed, and the language associated with that change.

However I am opposed to, and strongly object to the new share class offering at NAV, and allowing the broker-dealers to set the sales charges and fees associated with the sale of that new share class.

I feel that this proposed change will affect all investors, weather large or small in some way.

I understand that the SEC is trying to protect most investors, and I feel this is the wrong way to do that.
