I strongly disagree with the proposal and my preference is that it is NOT passed and the power stays with the SEC versus shifting this authority to OTCM or worse the market makers. Keep the authority where it belongs (SEC) The SEC is the governing authority and should not be able to pass their applicable responsibilities to other bodies.
