Dear SEC Staff,

I am greatly concerned by your recent proposal to block the publication of quotations without specified information. This proposal will eliminate the ability of retail investors to sell their holdings of certain dark companies. This means that shares of these companies (with an aggregate market value of over $1 billion) may as well be worthless for the countless investors holding them. While institutions with unwanted stakes in dark companies may be able to sell stakes through block trades, retail investors will be stuck. This rule will encourage a multitude of companies to go dark, and put shareholders of such companies at the mercy of their supposed fiduciaries. Please protect us from such abuse by discarding the proposal.
